MURFREESBORO, Tenn. – The TSSAA Board of Control on Thursday morning rejected West Ridge High School’s initial enrollment submission of 1,448 students and then relocated the Wolves from Class 5A to Class 6A for football classification purposes.
None of other TSSAA-sanctioned sports were affected as West Ridge was already slated for the top classification in each.
As a result of the football reclassification, West Ridge becomes part of Region 1-6A along with Dobyns-Bennett, Science Hill, Jefferson County, Morristown East and William Blount, whose appeal to move from Region 2-6A to Region 1-6A was approved by the Board of Control.
West Ridge will open for the 2021-22 school year via a consolidation of Sullivan Central, Sullivan North and Sullivan South High Schools. Current enrollment in the freshman through junior classes as well as the eighth grade at their feeder middle schools would project an enrollment of over 1,900 students.
However, an actual number is tough to gauge as the school has been wrought with controversy since its inception with many parents and guardians stating on social media and in open forum Sullivan County Commission and Sullivan County Board of Education meetings their intention to send their students elsewhere.
“We have no way of knowing how many students we will actually have at West Ridge High School until we open the doors next August,” said newly named West Ridge Activities Director Anthony Richardson.
A press release just Monday naming Richardson to his post included the verbiage that “West Ridge High School will open to approximately 1,900 students in the fall of 2021.”
“If that’s what the enrollment ends up being or even 1,700, then we should be playing 6A football,” added Richardson. “But if it’s not, then we should have been in 5A and we can’t go back and recount and resubmit.”
Financially and competitively, the sky is not falling on the Wolves. Morristown East and Dobyns-Bennett will suffer heavy graduation losses, Jefferson County was winless this season and William Blount failed to qualify for the Class 6A playoffs. Science Hill will be the prohibitive favorite.
Plus, there will be a number of Class 5A schools locally and potentially a handful of Class 4A schools willing to play a non-region contest against the Wolves.
“Financially, it’s probably going to be better for us,” noted Richardson. “I believe we can get some good non-region gates and anytime you are talking about Dobyns-Bennett, which we already had scheduled, you are talking about great revenue. This could help us get our athletic department off to a strong start financially.”
Region 1-6A coaches and administrators are set to meet Friday morning to set the region schedule. Region contests are mandated by the TSSAA for Weeks 3, 5, 7, 9 and 11.
“We will accept the Class 6A challenge and we will work and be ready to compete at that level,” added Richardson.
The moves were a sigh of relief to Science Hill and Dobyns-Bennett who had been tasked to find seven non-region games if the original regional alignments had stood. So concerned were both schools that a double region round-robin was proposed.
“We (Dobyns-Bennett) proposed that,” said Tribe coach Joey Christian. “One school accepted it but two others did not.”
Still, Christian said Dobyns-Bennett and Science Hill had tentatively agreed to play twice had the four-team region scenario stuck as had Morristown East and Jefferson County.
Now, the ‘Toppers and the Indians still must find five suitors, which is still no easy task and still might force the two to consider an additional regular season meeting.
“Having six teams in our region is a lot better,” said Dobyns-Bennett coach Joey Christian. “The TSSAA doesn’t understand the challenges that any region with only four teams or even five teams faces in Northeast Tennessee.
“For Dobyns-Bennett we are land-locked. We can’t go north into Virginia because there are no schools within a reasonable distance with more than 800 students and with 2200 students, we don’t have any business playing those schools. We can’t go east into North Carolina because over there they are ten-team districts and have only one non-conference game and that’s usually against a traditional opponent they’ve played for years.
“So for us, the only option is Knoxville or further like Chattanooga. We were looking at having to go to Nashville before today.”
Christian also noted the travel expense and the challenges faced by all schools amidst the COVID-19 pandemic.
“For us to take two chartered buses to Knoxville for one game, it’s $9000,” added Christian. “It would be much more than that for longer trips. And our budget and revenue has really been strained. Everybody’s has. And it’s much worse for teams in lower classifications. Those teams struggle just to have enough money for proper equipment and helmets. At some point, somebody has to step up and start making decisions about what’s best for the kids. That’s what we are supposed to be about.”
With West Ridge now in 6A, however, Region 1-5A is now left with just five schools – Cherokee, Daniel Boone, David Crockett, Morristown West and Tennessee High. Cocke County, a Region 1-5A school the past four years, was not pleased with its Region 2-5A assignment, but no appeal to stay in Region 1 was apparently filed on their behalf.
Only one other change regarding football in Region 1 was made with the Board of Control granting Jellico’s wish to remain in Region 1-1A. With the approval, Region 1-1A becomes a six-team region with Cloudland, Cosby, Hancock County, Jellico, North Greene and Unaka and Region 2-1A goes from eight schools to seven schools.
Jellico was also approved to move into District 2-A for basketball, baseball and softball and into Region 1-A/AA for cross country.

DISTRICT & REGION BASKETBALL TOURNAMENTS. A mandate requiring that both district and regional basketball tournaments for the 2020-21 season be hold in their entirety at the site of the highest seed teams was passed by the Board.
This is November and the tournaments are over three months away. Couldn't the Board have waited and hoped for the best and made this call in January?
The mandate might have been eventually required anyway and maybe you can backtrack if the current Covid-19 situation improves, it just seems too far in advance to implement now.
I sure understand the reasoning for this year, but going forward, district and regional tournaments should be at a central site. It's what makes them special and so much fun. Otherwise, it's just another regular season game.
Dobyns-Bennett and Sullivan South were scheduled to host the District 1-AAA and District 1-AA and Region 1-AAA and Region 1-AA Tournaments this year.
CROSS COUNTRY STATE QUALIFICATION CHANGE. A motion also passed to change individual qualifying for the TSSAA State Cross Country Meet.
The top three teams from each Region meet will still qualify, but instead of any individual not part of one of those teams that finishes in the top ten overall and earning a spot, those individual spots will go to the top five overall finishers not part of a qualifying team.
It's interesting to note that had that new qualifying structure been in place at this year's Region 1 Large School meet, the individual qualifiers would have all been exactly the same.
I do think it could waffle from year-to-year. It's possible with a couple of dominant teams that take up the majority of those top ten spots, the door would open to qualifiers outside the top ten.
Conversely, it's possible that without a dominant team, a runner might finish in the top ten individually, but not be in that top five threshold and thus be left out.
STATE TOURNAMENT FLEXIBILITY. The Board also voted to allow the state office to have the flexibility to make appropriate adjustments in all sports in regards to sites, format, etc. in efforts to continue to hold state championship events during the COVID-19 pandemic.
The TSSAA has already been informed that the 2021 State Wrestling Championships cannot be held at the Williamson County Ag-Expo Center because the site is currently being utilized as the primary COVID-19 testing center in Williamson County. The state is already considering numerous options including limiting the number of state tournament participants. Initials talks about hosting the event have been made with the Chattanooga Convention Center. Using Murfreesboro area high schools is also a possibility.
For now, the Division 1 state basketball tournaments are still slated for Middle Tennessee State University but BOC chairperson Bernard Childress said that could change. Additionally, the TSSAA is currently unsure if Lipscomb University will still be available to host the Division II Tournaments.
BLUECROSS BOWL CAPACITY. Capacity for the BlueCross Bowl state football championship games was set at 6,000. The TSSAA expects 500 passes will be used per game with 5,500 tickets sold for each game. The stadium will be emptied after each game, so individual tickets are required for all games.
